This is not a documentary.
But it could have been, if they had treated the material seriously.
It's a shame that it's basically a dull fiction film. The main character really doesn't evolve much through the film, and is really more of a prop.
I agree that the futuristic angle was mainly a prop, and I had mixed feelings about it. Like you, I wanted it to be more, but when I realized the movie was mainly trying to educate, I saw that it worked because kept jerking my attention back to the important things. That's why the best teachers are pretty animated. They keep you awake!
