Does it make sense they wouldn't have done a sweep through earlier? Of course there wouldn't have been a movie, but, just sayin...
shareSome of the residents were used as bait to catch the creature. Also, they didn't start to kill the residents until things got out of hand. They thought that they could catch the creature but no, they couldn't.

Exactly. They weren't going to just kill people gratuitously, only when they felt they had no choice in order to cover up what had happened.
