No, it's Jared Harris, the actor who played the tugboat captain in Benjamin Button.

Those 2 and Vin Diesel all seem to have that 'frog-in-the-throat' voice lol

Comparing Alan Rickman's voice to Vin Diesel.... I don't see it at all....

disagree, rick and vin both have that same grating in their voice, if they had the same accents they would be very similar.
