In the UK too we have had a massive erosion of civil liberties in the name of the fight against terrorism.

yeah, i wonder why she didnt' mention britain regarding countries having cameras in every block, big brother esque.

canada is leaning toward the same direction, i would think she just wanted to emphasize not to put too finer point on it, america.

The United States are the best at facilitating liberty. I think, her point is that this best used to be better in the past than it is now, and no other regime has pulled ahead. Some believe there are more just governments in Europe, but surely America does a lot of dirty work exactly on those governments behalves.
