*Spoiler* are most of the episodes the same?

When watching this, I kinda had the feeling that there wasn't too much attention for the overall story, and to much attention for the story of the episode; this way, there wasn't enough room to properly develop the characters, what is a bad thing considering it's only 13 episodes. Am I the only one who thinks this?
