I specifically remember Devereaux grinding him into meat in the first movie. And this is a sequel. So I guess they were able to put him together somehow hahaha. Still I enjoyed this nice action flick.

My guess is the explanation is someone saved some pieces of the original Sgt. Andrew Scott & cloned him.

Most probably the Government. But it could be Luc too as the detail was not shown in it. It doesn't matter who cloned Andrew because his past memories would have haunted him & he would still be trying to fight with Luc, but the Anti-Dote of Luc's worked perfectly. At the end you can see Dr. Colin & his assistant were alive too & they were working inside the bunker. Luc must have found a way to prepare a new lab for his own purpose - to create an army of rogue soldiers.

Ok, my mistake. That wasn't Dr. Colin. But the doctors working in the bunker are on Luc's side for sure.
