Koreans sometimes value conformity and social stability over justice. They also don't want to be seen as 'troublemakers' so the girls we probably held back by that feeling of not wanting to be associated in any way with the scandal. Reputation is also very important in Korea and the girls' stares indicate that Mija has lost hers; this is, in itself, a different level of punishment that is separate from the legal institutions.
Furthermore, the young can never repremand the old, or call them out on their behavior.
