Did anyone else think that Mr Skinny was hilarious?

was it just me or wa mr skinny very similar to pigsy (the boss character) from the first manhunt game

I know I saw this very scene in another movie of about the same time, but I cannot remember the name. Can anyone else remember seeing it in other movies?
