Any idea who the one-armed man inmate in the area where Clayface is?

I figured having the figure hanging about in a cell while all the other prisoners in that area run around loose and giving him that specific deformity gave him some significance. Any idea whether he's supposed to be a character from the comics or not?

According to this (http://www.gamesradar.com/f/the-28-hidden-characters-in-batman-arkham-asylum/a-20090902115717671032/p-4), he's a guy who won a competition to get his face in the game. He's not based on an actual comics character or anything.

Look at him in detective mode and you can see his arm is tied behind his back, so he's not one-armed.
