S4's "This City" - Why does Janette quote "Kelly's Heroes"

Why that? Is it the scripwriter's favourite movie or movie quote? Is there some link between New Orleans and Cpt. Oddball or the movie? They mention King Creole and Baby Doll. I'm wondering why the quote from Kelly's Heroes from a Canadian-American actor.
