The plot point that drives this movie is the investigators trying to track down the car to check out its damage. I've never heard of an insurance company paying that much money without examining the damage. Are we to assume this company just pays out claims based on peoples say so?

Well Virgil called Townsend and told him he examined the car and found no evidence of fraud so the company paid out based on what their investigator told them.

The whole point of Virgil building up his record of 15 out of 15 denials was to get Mr. Townsend to trust him. That allowed Virgil to set up his score.
