Yes. It's about that Dominican cop from Santiago that executed those criminals that corrupt generals/government officials wanted off the streets. Great movie even better story.
Not 100% true. According to Manny who is the writer, actor and producer of the film, the only two similarities are the name (La Soga) and the fact that he's a hitman working for the dominican governement. The rest it's from Manny's imagination.
