Did the General have Rafa kill La Soga's father? Was Rafa robbing drug dealers for the general? Why does Rafa owe the General so much money? Can someone explain what Rafa means when he says to Soga: "I paid the General when he took me in. He said he would pay you?" I'm so confused. Thanks!

Apparently Rafa killed luisito's father just because luisito's father was going to call the police. Rafa was suppossed to send some money from his criminal activities in the U.S. Maybe Rafa paid the general to let him go the first time he was arrested (after killing luisito's father).
