1. Leslie Knope - the heart of the show and what made me want to keep watching during the slower first season. Super well-written and well-acted, she never seems less than sincere.
2. Ron Swanson - another fantastically well-written and acted character. He is consistently hilarious, not to mention a badass.
3. April Ludgate - LOVED her development and how three dimensional her character became. I must say I wasn't a fan of her at first but she really grew on me.
4. Ben Wyatt - I just can't get enough of his personality, and I adore he and Leslie's relationship. He's the type of man she needs.
5. Andy Dwyer - Big lovable teddy bear. He's not higher up mainly because I felt like the writers went a little bit too idiotic with him sometimes.
6. Ann Perkins - I really really liked Ann at first but I felt like her character sort of got lost as the seasons progressed, and eventually the writers didn't know what to do with her.
7. Jerry Gergich - I honestly adored Jerry, he's so sweet and bumbling, and the greatest moments were seeing him with his gorgeous, loving family. He would've been higher if he had more screen time.
8. Donna Meagle - Love her. She's hilarious and takes no crap from anyone. Same situation with her as Jerry, I wish we saw more of her.
9. Chris Traeger - He was funny but at times I found him quite grating and just kind of *there*. His enthusiasm could be irritating.
10. Tom Haverford - He was really obnoxious sometimes, and it was funny at first but that wore off. I loved seeing his "nice guy" side but it was not brought out enough to redeem some of his crappier moments IMO. Especially with how straight up nasty he was to Jerry. I love Aziz Ansari but Tom definitely became my least favorite of the main cast by the end of the show. (he was much better in season 7 but it didn't erase the past couple of seasons)

My favorite recurring characters were definitely Joan and Tammy 2. Hilarious.

That said, the characters are what really made me fall in love with this show, so even the ones near the bottom of my list I enjoyed watching most of the time.

Main & Recurring

1. Ron Swanson - Ron stole the whole show to me. I especially love his character development from being stoic to caring. I also love her one on one scenes with Leslie Knope. Eventho he exudes this apathetic macho vibe, he manages to give caring advices to Leslie and the other casts. One of my favorite P&R scene was the his birthday dinner scene that Leslie threw for him.

2. April Ludgate - April is the character I can identify the most, not just because we are the same age but on how we avoid social interaction. Like Ron's, I love her character development too. I really like it when she learned to express emotions to Ann, Leslie, Donna, etc. My favorite thing about April is when she looks to camera when something awkward happens. lol

3. Leslie Knope - I can't help but compare Leslie with Michael Scott from The Office. They're both overly enthusiastic and have strong work principles. They also both manages to put themselves in awkward situations. But I love Leslie more. She can get very cartoony but it works. Leslie is the kind of friend I wish I have.

4. Ben Wyatt - Adorable and geeky, my kind of guy. lol I dislike Ben's character initially. I only started liking him once he started dating Leslie. She really brought out the best of Ben's character.

5. Donna Meagle - Donna doesn't say a lot but once she speaks, it's funny and interesting.

6. Joan Callamezzo - I really wish we saw her in the finale.

7. Ann Perkins - Ann as a stand alone character isn't really that special to me. But when she's partnered with Leslie or April, she provides a great chemistry. And because of her, Leslie was able to give us one my favorite lines from her (Leslie); "You sweet, pretty, naive, ethnically ambiguous, beautiful Ann."

8. Jerry Gergich - One of the most funniest scenes in the series is Jerry's presentation where his pants ripped and he farted.

9. Andy Dwyer - I have a love & hate feelings for this guy. But most of the time, I hate how the writers made him overly dumb.

10. Tom Haverford

Honorable Mentions: Orin, Jennifer Barkley, Brandi Maxxx

That is it. I am only in the middle of the second season, so some of your characters are unknown to me, and I can't classify Mark, Ann and Jerry, because I don't think of them as funny.

1 - Brandi Maxx...she cracks me up how she always talks about how many movies she has been in. I found it hilarious how many times she made comparisons of herself to Leslie. And it is hilarious how she always stood up for Leslie! And it is great how successful she became.

2 - Jamm...come on, that guy played a really good jackass.

3 - Tammy 1...everything she did was completely crazy, lol!!

4 - Leslie Knope...super funny how much she loved government work.

5 - April...just because of all the random things she says. I think out of every actor, she probably actually behaves like she really does in real life more so than all of them.

6 - Ben and Chris...I thought they were great as a team on the show. I can't decide which one I like better.

7 - Ann Perkins...I thought she was the most normal character who wasn't soo over the top. It was great seeing her on this show. I think she brought some normalcy and stability to the show.

8 - Gerry...just funny how he was always the goof even tho he always tried.

9 - Ron...I think they did some changing of his character in the final season. So perhaps he is the most matured character or the most changed. But he was too predictable to me.

10 - All the rest were ok and were great in addition to the characters I mentioned above.

1)Leslie Knope: She makes the show and is probaly the most likeable person on the show
2)Andy Dwyer: Lots of Fun, probably funniest character would be higher but I think the writers dumbed him down too much.
3)Ron Swanson: What more can I say he's Ron *beep* Swanson
4)April Ludgate: Liked her as sort of the Anti-Knope and deep down a nice person. Again would be higher if she wasn't occasionally unnecessarliy mean.
5)Tom Haverford: I can understand why a lot of people don't like him and at first I didn't like him but he grew on me as the show went on
6)Chris Traeger: Thought his developement was interesting plus I know a few overly positive people.
7)Ann Perkins: Quite likeable, could be dull but I thought the show lost something when she left
8)Donna Meagal: She was a good supporting character but didn't add that much to the show
9)Ben Wyatt: Don't really get why he is so popular I thought he was a bit boring but each to his own.
10)Jerry Gergich: I guess I didn't really care about him. The bullying could be harsh but how can somebody be that clumbsy.
11)Mark: Maybe the most realistic character but in a show full of exagerated characters he was boring. It was an excellent decsion to get rid of him.

Loved the Ralphios and Jam - these characters are awful, but so funny to me.
Tom gets no rating because he's a minus.
