The British magazine Empire reported that it only played in 5 theaters in Japan, so this was really a very limited release even over there. I suspect maybe as we get closer to Dreamworks live action version being produced and released, it may see release here in the U.S. I'm sure even then it would be a video release only.

They didn't re-animate everything. Some parts were replaced with CGI while the rest of the cel-animation has been cleaned up, re-lit and enhanced. You will find some parts replaced by the same kind of CGI used in Ghost in the Shell 2 - Innocence, mostly consist of mechanical objects and a couple key scenes.

There is no doubt that it looks much better now. Some will love it, others and curse and b******, but I don't mind it personally. It's basically still the same movie that you know and love, but with a new coat of paint.

New sound, rearranged music, new puppet master voice, don't forget those. Its different I think, not an improvement, not worse, just different. It is gorgeous none the less.

I've just watched it. I practically know the original frame-by-frame, and I must say I was so hyped up to see this new version, and was considerably disappointed with the experience. The re-mastered original frames are gorgeous, and I really loved that. The original DVD looks like a cheap copy compared to this new version, image-quality-wise. But I really don't know what they were thinking with the CGI. The opening section is completely ridiculous, with the CGI version of the Major cutting back and forth with hand-drawn characters sitting inside the hotel room. The CGI is not that impressive, her movements are not totally fluent, and I really don't know what is up with that whole idea. They could have put the CGI movies as an additional feature with the new release, not just integrate them with the movie in such a blatantly disjointed and ridiculous way. And it's totally NOT what you can see in GITS2: Innocence - there the CGI is gorgeous and adds to the whole experience. You don't get scenes with one character done in CGI and the others just drawn normally in Innocence, do you? And another complete flop for me was changing the Puppet Master's voice by using a female actress. I mean, I know the character is not human, but the way that the male voice was matched with the female body in the original only ADDED to that perception with the oddity of it. Here it's like they were suddenly grossed out by the idea and made the voice female to not offend conservative viewers or something.

I wish there was another remastered version where the original voice acting was integrated with the remastered animation, without any CGI characters. Then it would be perfect. There is some CGI work done on other things, too, like parts of the background (water animation, for instance), which is great and just adds to the experience of the movie, rather than subtracting from it, and although I don't particularly care for their making all the helicopters CGI with all the other vehicles remaining hand-drawn, I can certainly live with that compared with the other changes (although there is one shot with the helicopter that looked like it was done in CGI in the original that I particularly liked and it's missing here now). The sound effects are subdued, all the rough machine sounds (e.g. of the tank moving or in the opening sequence) are gone and changed into something mushy and unobtrusive. I also didn't like what they did with the opening sequence (i.e. with the part of it where you can see the credits / letters, i.e. the part that used to have this black background instead of flowing orange swirls - the rest of it is nicely re-done in higher visual quality).
