Either way the movie is pretty straight forward on what it's supposed to be which is a silly Will Ferrell version of the Sherlock story. Why is it any worse than any other comedy of his style?
Maybe you just really aren't that into his kind of movies in general.
Hopefully, he has always been an unfunny comedian
