All controllers are plugged in???

I got this game for PS2, and sometimes while I am playing a song, an error comes up that says ALL CONTROLLERS ARE PLUGGED IN. It really sucks. Anyone else have this problem. Do I have a setting wrong or WTF?! I thought it was a problem with my disc, but I exchanged it, same thing. I have every other GH game and never this problem. Anyone know...?
