Yeah, Carvey was doing that joke when a lot of people hadn't even heard of George W. Bush yet. I dont think either stole it from anyone, it's one of the obvious things people picked up on when they first started seeing him on tv in the 2000 Election.

that's what it sounded like right away to me also, that it might have been the other way around, "fool me once" is a classic, that phrase has forever been effected, i can't listen to the 1991 b.b. king song without thinking of how it got messed up, i've seen carvey do this impression long as i can remember, you always hear impressionists say that people from ages ago were easier to imitate, and it's funny how dana carvey even manage to mention burgess meredith in this, who i think would have been born over a hundred years ago when this was recorded, the andy rooney bit was a riot, it's been years since i saw his "a minute with andy rooney" airing in my country, still i recalled it right away when carvey made the impression of him, i also saw an earlier stand up show where he did james stewart, to someone who prefer old movies and tv series it's great fun to see carvey imitate people from the past, seth macfarlane does the same thing so i guess it works with today's audience, i remember a guest on the tonight show with jay leno being a comedian that made references to gunsmoke and such older entertainment and leno had alot of fun over that, i can't recall if it was carvey but it certainly sounds like it. it seems like carvey would have been suited to be re united with myers (wayne's world) in austin powers as well.
