Man in the Khaki Pants.

In anyones game have they ran into the man in the khaki pants blue shirt and light light brown hair? In mine he is unphased by black suit spiderman and everyone runs away. Cars don't effect him and neither do thugs. He is super hardcore and just stops if you mess with him. Wondering if anyone else has him in the game.
