The RPG has a timer, much like a regular grenade, to keep it from blowing up in your face.
You could aim it at a wall 2 feet from you and it would not explode until the time expires.
It also has an impact trigger so if it hits something before the timer is done, it explodes.
The RPG would have to travel a certain 'safe' distance before the impact trigger is active.
So it couldn't blow up close to her, but if he shot later, it could blow up in front of him.
The distance from which he hit the RPG, would most likely do nothing more than throw off the trajectory/direction of the RPG, and it would explode shortly after.
