That's not enough- every single one of them should be executed. It should be fast, public, and brutal. No trial, no rihys, NO MERCY. Put them all in the gas chamber but without the "disinfection" lie. It will make a better deterrent if they die looking like what they are- criminals.
After their dead, make the people that live in their neighborhoods dig the graves and bury them. It would send potential gang recruits a message: obey the law or DIE.
