The show is so-o-o SMUG. It reeks of smugness.

shareSort of...But not really. It’s got Rob Stitch in every scene, and I’m repelled by his “oh my, the world thinks I’m a hoot” face.
But it’s a good concept for a show.
I think like all shows, it didn't quite get there in the first episode. It appeared to be trying to be smarter than it was. But now it's just a well written/entertaining and intelligent show. I don't see what you could have mistaken as smugness as still being there. If you're relating it to my opinions on the first episode which was somewhat weak.

And the higher up the chain of command you get the more smug they become.
Um, the show is not smug. The show is a brilliant satire of how we might see our nation's leaders - and indeed, how they might operate. You can't just go labeling things with inappropriate words, like smug. "Oh man, that cigarette was SO smug" and "I find sheets and bedding in general to be overly smug" are probably things you find yourself saying often.
