Is this anything like the South Park episode 'Lil' Crime Stoppers'? It sounds quite similar.

No. The kids in South Park were oblivious. The kids in Mystery Team know they're being shot at. That is only one of the many differences. Mystery Team rules.

Any South Park fan can appreciate the episode "The Simpsons Already Did It", and then extrapolate that same idea from South Park to a movie like Mystery Team.

Yes and no. The movie is basically if Lil Crime Stoppers had been the most successful thing the kids ever did on South Park and refused to move on afterwards.
