Is this movie dumb or what?

******** SPOILERS!!! ********* SPOILERS!!! ********
Billy is a bad cop and a murderer, and someone who took advantage of the situation and got a beautiful girlfriend for himself. He's okay after the trial until he finds out that he will lose his job.

He also is someone who has no qualms about breaking and entering a stranger's house and then shooting a man in the leg and then beating him up. Then he leaves the supposed victim in the same house with the gunman he just beat up. Talk about taking justice into your own hands.

Yet, he suddenly has a sense of ethics when he wants to blow the whistle on the mayor who is taking kickbacks on a sweetheart deal. Is it believable that Billy has no qualms about falling on the sword and getting indicted for murder by implicating the mayor? It probably means that Billy will spend the rest of his life in prison for murder.

What about the evidence? The recording of Billy was at a public place, so it can be used. However, the mayor may not be indicted for what he was charged with. Billy's recording is inadmissible. That leaves the contract which isn't anything illegal and it doesn't spell out the mayor is making money on this. Is Billy a credible witness? He's a bad cop and murderer! Murdock who Billy shot and beat up probably has disappeared. Todd isn't going to say anything because he's probably gone, too.

There's already excess drinking in the movie and hangovers. I'm hungover from watching this rubbish.

Taggart's motives were the major fault with this movie. The way he changes to become a beacon of light for NYC is a step too far. I don't know anyone who would risk their freedom for some vague cause like this.

Yep, it is indeed dumb, for all the reasons you talked about. A murderous crooked cop shouldn't act so high and mighty concerning a greedy mayor.

But if he killed the guy because he raped and killed Natalie's sister--and Natalie's family still lives in the place that they planned to tear down--wouldn't it make sense that his loyalty still lies to her family and he'd do anything for them? Even trade his freedom. I mean, I think that's why they show us the scene where he goes to visit them. And if they can build a case that the kid he shot was responsible for the girl's rape and death, jury's are pretty sympathetic towards vigilantes. Or maybe even cut a deal prior.
