If an arsing is happening at your house and you had bills inside, if you manage to recover even a small part of the bills, you can then go to the bank, with the police report + fire department report and they are bound by the law to give you full notes. They do a little analysis to see each bill what value originally had and also to detect duplicates (the pieces belonging to the same note) and your hard earned cash can be back on your hands. The technology is very easy, most of the automatic counting machines at central banks have this incorporated in them as a way to prevent fake notes for re-circulation. It's possible to do ash analysis as well but that's a bit harder, the banks don't keep a chemistry lab around them, so you'll have to pay that lab, that is economically feasible for $50 and $100 notes.
