No Military on Easy Difficulty?

Unlike GTA and games of the like, Prototypes military showing up happens with the plot. On the first few days (missions) in the game, there's no military of any big note on any difficulty. When you've done a few missions, they start appearing, then you start getting Black ops guys, then you get instead of apc's with cannons, giant Abrams tanks. Another example: You start off getting blackhawk helicopters, then you get apaches come in later.

The progress in the game is excellent. I've played inFamous (solid 8 out of 10 game) but it didnt feel like a game I could keep playing for a long time past completion to be honest. Prototype may not look as pretty but so far, it's damn good fun. Every time you feel too powerful, something happens to really level the playing field. Well thought out game and I cannot wait for the inevitable sequel.
