No they gave it a rating themself, same thing.

No, not same thing... A PG-13 rating is, by definition, a classification handed down by the Motion Picture Association of America. They charge you to review your movie and assign it a rating, so I wouldn't be surprised if they could actually get into trouble by placing an MPAA rating on their movie without it actually going through their review process.
