Because the people's votes alone don't determine a movie being on the 100 Bottom list, or the Top 250 list for that matter. It's also determined by the Administrator's votes and those 1,000 people who vote the most. If, for example, everybody votes a 1, and then the Administrator's and the 1,000 top voters gave it a 10, then it probably won't be on the Bottom 100 list.
It describes it in the formula that IMDb uses to calculate the 100 and 250 list.

That doesn't make any sense...22 out of 27 IMDB top voters voted "1" for this movie. Even if you were right, this movie should be in the top bottom, it's definately the worst average for a film in all IMDB and more than 10000 people can't be wrong.
Moreover, in other films IMDB voters and IMDB staff determine the final average, but in this film none IMDB staff members voted.
I guess the very reasonable is to think that Disney appeared in Amazon HQ with a suitcase filled of dollars in orden to clean this mess up...

I remember that they got the first place for worst movie ever not long time ago.. but of course disney pay'd a LOT to get it removed.. Doesn't matter if its a concert movie, its still a movie..
