He murdered a kid, but sure, they wouldn't cuff him to the bed or post an officer or anything, right.

There was the cop sitting right outside the door.

He had 3rd-degree burns all over his body. Medical consensus would say he was already 'handcuffed' to his hospital bed. An actual pair of handcuffs would be cruel and additionally painful.
