No, from what I've seen there were at least 5 characters from the show. BUT, for example I've watched the movie first, and I loved it. It really is a stand alone movie, and you don't have to know the characters or the show itself to like it, really. And the TV show is equally great..

I'd actually recommend watching "In the Loop" BEFORE seeing "The Thick of It." I'm almost through the series myself and it's like watching the greatest extended prequel ever made. The third series is particularly just amazing stuff.
Aside from Malcolm and Jamie (and Sam, I think, briefly), none of the characters from the show transfer over, though certain actors from TTOI play different characters in the film.
