For me, it felt like Simon was trying to get into Toby's pants. Later, in Washington, Simon walks in on into Toby's room and he is in his underwear. A few scenes later, both Simon and Toby are in their underwear watching a show about sharks. I just thought it was strange for two grown men to be lying on a bed in their underwear.

I quite enjoyed that scene, actually. Rather liked watching Tom Hollander and the lovely Chris Addison in their pants. Nice.

I can't even count the number of times I've been stuck in a strange hotel room and have wound up sitting on the bed in my underwear. Even though that behavior seems pretty weird elsewhere, it's totally typical hotel behavior. It's one of the bits of being "realistic" I enjoyed.

^. And I think it was meant to highlight how pathetic their night turned out. Earlier in the movie Simon was suggesting that they go out and visit nightclubs, etc. Instead, they ended up watching nature documentaries while eating dinner in their underpants.

They weren't gay (notice Toby had a girlfriend), the joke is that they LOOKED a bit gay sitting around in their underpants in their hotel room.

Yeah that and completely stripping any dignity that may come with the title of a government minister. Once you've seen David Miliband in his pants, his Labour leadership chances don't look so hot after all.
