Scoring horn

What is up with the hockey horn every time someone a basket is scored? I haven't been to a high school college, or pro game where they blow a horn after each basket. Making a substitution on a dead ball, yes, but not after a basket. Is this something so the little kids know that there is a basket being scored? It's annoying!
