why did the police re-open the investigation?


As one of the detective said to the mother in a earlier scene, the case of the murder of the young girl had been closed and they would move on to other cases. Then why later in the movie did the police re-investigate that case and manage to capture a new suspect, who they thought would be the real murderer?
is there any detail I may miss in the movie regarding this doubt?

Early in the movie it's mentioned that Jp had escaped from the sanatorium. So it's possible that they caught him and saw the blood.

It wasn't really reopened. It just was a coincidence that they caught the fugitive JP and he happened to have her blood on him. The fact that the mother and Do Joon himself was very convinced that they didn't do anything wrong probably helped the detective to become convinced that JP was the real suspect in the murder. This is rural Korea and their police investigative skills were probably lacking as well. Early during the film they talk about how long its been since the last murder incident so they probably have very little experience in this case.
