They've done this before with cutting Chinese villains or adding in Chinese actors in cameos for scenes only meant for Chinese release. Don't know why they didn't just jerk the Chinese off by making the Ancient One Chinese instead though.
Ultimately, it is Marvel's fault. They could have, indirectly, told the Chinese government to pound sand by choosing to retain Stephen Strange's backstory.
I suppose profit supersedes refusal of pretty discriminatory practices by taking a stand, though. That's what you get when you're dealing with an amoral entity (i.e. a business)

Sex and supernatural contents are completely banned in cinemas of China mainland. That's why Ghostbusters (2016) won't release in China mainland and all Chinese horror movies end up with man-made reasons.
So apparently supernatural/spiritual type films are banned in china.
So why bother altering the Ancient One at all then? Doctor Strange is entirely about the supernatural, the guy spent every comic of his I've ever read battling evil spirits, demons and vampires with his magic spells. That pretty much excludes Doctor Strange from the Chinese market through and through, doesn't it? So why cater to the Chinese by removing a Tibetan character and replacing him with an incredibly (blindingly) white British woman?

That would be great...but seeing as how Marvel has bent over to alter the source material during adaptation to please the Chinese government, I find it unlikely.
