The Rainbow Organisation = not a bad idea in my opinion


Considering the recent events in Mumbai I think a UN controlled organisation like Rainbow would be a step in the right direction. A UN trained anti terrorist unit utilising technologies, intelligence and speacil forces training from around the world. It would have units in a number of terrorist targetted countries enabling quick response to terrorist activities. From engaging armed terrorists to recovery after a attack. There is no political jurisdiction over terrorists and any country in the United Nations would be able to use this special units abilities.
Anyone else agree?

The discussion here goes to what is considered a terrorist.

It may sound simple, a terrorist is someone who uses violence against civilian targets in order to achieve a political goal.

so the political factor is what diferences the terrorist from the common criminal.

Now, there are also groups of people who fights agaist a political regimes trough other means, from guerrilla to civil resistance, guerrillas are souposed to target only military-gubernamental objectives, but they are oftem called "terrorists", there are also political dissidents who make manifestations and or produce and distribute literature and propaganda against a political regime whithout the use of violence, but those are also called terrorists by the stablished regime.

There had been and still are stablished political regimes that keep thenselves by inducing fear on their countries population or use they military power to frighten other countries into "cooperation", oppresive military regimes, dictatorships and the like, they practice something called "state terrorism", what about them? Any national force who opposes such a regime would be called "terrorist" by the goverment, so wich side would this international task force take? will they support the dictator or would they support the dissidents?

And finally, there are countries that are not sided with the US, like north Korea, China, Vietnam or Cuba, and there are forces that perform actions of insurgence against these countries too, some with the support of the US, and The US controls the UN... so this international task force would really act in behalf of the world population or be a force to support US interests in the rest of the world eliminating all resistance?

The organization could be set up by the United Nations to follow a set of guidelines or set code that would apply to all nations of the planet.
They would intercede when it would be clear the citizens of that country are clearly suffering.
Such as;

Acts of Terror (Mumbai)
Genocide (Rwanda, Kosovo, Bosnia)
Dictatorships (Darfur/North Korea)
Occasions when a known party of terror (Ex: Taliban) were 'up to their old tricks', so to speak. (Pakistan)

Every country, of course, has their own set of laws governing how to deal with such occasions, but if it were clear, on a unanimous and international level, that nothing was going to be done by the local government, RAINBOW would step in, remove the threat, and then Peacekeepers and Aid Agencies would be inserted to stabilize the region.

RAINBOW could be equally comprised of members from all nations who wished to take part, so that no one nation would have a majority over the others.
Or, instead of having the Operatives serving on behalf of their country, have them swear allegiance to the RAINBOW codes and directives.

Basically, set up RAINBOW, hammer out a set of rules and everyone on the planet can agree on. (Murder, Rape, etc) and enforce those rules unquestioningly and without delay. Show everyone that those acts would not be tolerated, and would be struck down whenever brought to light.

(My inspiration for this was the 'Codes of Behaviour / Courtroom Scene' from Boondock Saints, specifically Murphy's line;

"Do not kill, do not rape, do not steal, these are principles which every man of every faith can embrace."
