Well, Mischa Barton had already played JJ French (she was originally going to be Kelly, but then felt that Kelly should be played by someone British).

I guess they were goign to bring back Mischa Barton's character as a bigger part, but she couldnt do it cause of schedulign conflicts with her new show (and her recent troubles) so they wrote a new character to fill that role I guess.

'Assassination of a High School President' looks like it will be kick ass'
