Why did kate tell cliff that ned tried to cop a feel? was it pure guilt or just anger at ned?

I also came here to find the answer.

Maybe, she wanted the older brother to beat the crap out of her younger brother to punish him for mo longer paying her the attention she appeared to need.

It was to get back at Ned.

When she called the father up, she said it was Ned's fault. I thought she was hoping the father would lash out at Ned.

I believe she did it because she was angry at Ned for brushing her off, so it was a way to get a rise out of Ned and to punish him. I think a small part of her enjoyed having them come to blows over her. She liked the attention.
