I need help on a Soviet Level.
There's 1 soldier guy and a bear that I have.
And I need to take out the Emperor.
No clue how!

You have to sneak around the map the long way round. You'll come up near some exploding barrels, at which point you'll get a really obvious hint like "blow up the barrels to create a diversion!" and then you blow up the barrels, the Empire runs to figure out what's going on, then you sneak round to where the Emperor is and then kill him.
Something like that.
Then, the Emperor is not really dead, so you have to build up a base with your co-commander. The other Imperial commanders set up bases, so you have to blow up about four or five enemy bases. Then when you've blown them all up, the Emperor returns in a giant King Oni suit and heads for your base (think last level of C&C: Tiberian Sun - Firestorm with the giant robot thing), which you've got to blow up. When you've blown up the Emperor, Crown Prince Tatsu appears and goes "father...noooooooooooooooo!" in a cheesy cut scene and you've completed the next-to-last level.
