Hiring decisions
Why would anyone think it a good idea to blackmail a woman into killing people for you, when you already have so many people prepared to kill for you already?
What was the point of recruiting her?
Because she's expendable. And once she kills even once, she can't very well go to the police. Plus, they "have" her daughter so she's essentially a slave.

The other killers seem also to have been pretty expendable. Certainly, quite a few of them were expended.
