Throughout the film Paul showed how relentless he was as he was trying to save his daughter life. He not only put his life in danger but others also. In the end he made the only choice he could make that would allow him to go on living. Would not destroy the memory of his daughter in the process.

In other words, he only cared about himself and how he felt. If so, it makes absolutely no sense why he would try to go to Mexico to secure an illegal transplant. If he was apparently so obsessed with conscience and morality as the ending tried to depict, then he should have stayed in the States and remained the little lamb focusing on his own career and following the rules of the organ transplant system.
