Monarchists would love this

It clearly happens in an alternate universe which has a lot more monarchies than our world.

There is another princess being processed though the HQ of the Princess Protection Program when Rosie is. At a rate of about two per day it would over 700 princesses per year.

And a princess is identified as number _____, which is in the hundreds, during that scene. I forget the exact number. If the HQ is often as busy as that day, the number would not be the total number of princesses ever rescued, but the total for the year so far.

That indicates that during a single decade the Princess protection program would rescue hundreds and thousands of princesses in danger. If most royal families are small with just a few children, then there would usually be just a few princesses per monarchy, implying that there are hundreds and thousands of monarchies in the world of Princess Protection Programs.

Either there are just a few republics like the USA in the world of PPP, with the rest of the world filled with hundreds or thousands of small kingdoms, or else there are almost as many large and medium sized republics in the world of PPP as in our world, but a comparatively small part of the world is full of hundreds and even thousands of tiny kingdoms. These kingdoms would have to be very small, averaging a few hundred or thousand square miles each with populations in the thousands to hundreds of thousands.

Those small kingdoms would resemble in some ways the Irish Tuath kingdoms or the Spanish Taifa kingdoms with their tiny sizes and populations. It would be like a world with hundreds or thousands of Ruritanias, Genovias, and Grand Fenwicks.

Rosie's small kingdom is somewhere in Spanish-speaking Latin America, and that is a good clue to some of the differences between our world and the alternate universe of PPP. Because in the history of Spanish-speaking Latin America in our universe, there was only one singe kingdom. THE KINGDOM. The largest kingdom in all of history, known as the Kingdom of the Fifteen Hundred Islands, or the Kingdom of Islands and Mainland in the Ocean sea, or the Kingdom of the East and West Indies, or the Kingdom of the Indies.

A kingdom theoretically including all of South America west of the Portuguese colonies and all of North America as well as the Philippine Islands.

Perhaps in the alternate universe of PPP, the Kingdom of the Indies ended up as hundreds or thousands of tiny kingdoms instead of a few dozen large republics.

PS There actually are hundreds and thousands of royal families in our world but since they have almost all been dethroned by now their members don't have to worry about usurpations or revolutions anymore, Thus there are very few princesses of reigning dynasties who would need protection by a princess protection program.

Calm down. This movie isn't geared toward people who care about semantics. I'm watching it with a 9 year old at the moment. And I promise you, she could not care less.
