I basically watched it last night on Halloween and thought it was pretty unique.
Yup the Arabs are cold blooded terrorists and the heroes are a cop and a Blade-like vampire.
The Osama lookalike terrorist leader is basically a white guy in an Arab costume.(Ironic since yesterday was Halloween)

The vampire is ok, look good and all, but the zero dark thirty part of your sentence... LOL Sorry but try more like a saturday night live parody of ZDT. The bad guys are terrible in this...
