Incompetent leaders

It seems to be a common thread in some of the South Korean movies such as memories of murder, chaser, the host.. how greed, corruption and general incompetence among leadership is causing human tragedies and disasters.. powerful incompetent forces are at play and the common man suffers.. is that a social commentary on how things are or used to be in South Korea?
