Why does this film take place in the 80s?

I watched it on-demand for free but do not understand why the setting is the 80s, why not 70s or 90s?

May anyone who uses the phrase IWC die a slow and painful car dragging by the chain death!

I'd guess because the start of the 80's were at the end of the "sexual revolution" just before AIDS became a big issue. The virus was 1st recognized by the U.S. CDC in 1981 so it makes sense to set it in the 80's.
