Scripted/unscripted

It's clear that parts of this film are scripted; but there are also scenes which seem more real. The flow of speech is very natural, as though Folman actually interviewed these people.
It may seem like a stupid question, but were these real interviews? If not, then why is Waltz With Bashir considered a documentary if it is all scripted? Replies are greatly appreciated :)
