Why wasn't it nominated for best animated film in academy awards?

Why was it nominated only for best foreign picture?

I mean, look at L'illusionniste. It's also a foreign animation, but this one was nominated for best animation instead of best foreign film. I don't get it.

Why couldn't the academy give two nominations for one foreign film?
