It's an old "trick" for"names" in supporting roles in movies from the 1990's, if the role isn't that big the actor will opt not to be billed rather than be billed below the actual leads and supporting cast. Usually these actors in these type of roles get the "special" billing that Danny De Vito and Anjelica Huston get - "with Danny De Vito" "and Anjelica Huston" at the end of the main actor opening credits but I guess there was no room for a third person to receive such billing so Don Johnson likely requested not to be billed at all.

Maybe it was viewed as a surprise cameo.
