He did invite her. Lois and Doug would've loved nothing more than to have her move in with them. He just didn't want to scare her off again, so he put it simply like this: "We're here, you know. Anytime." Sadly, Allison doesn't respond to it, she dodges the offer by asking Doug to apologise to Lois for their altercation.
