Gary and Dr. Rosen predictable behavior

S1 Ep 11 Originial Sin
Before the tac team goes in to take down the red flag meeting Gary says he should go because he can get them to surrender because he can do this because he wears people down. Dr. Rosen tells him he has to stay put. Gary says he will.
At this point we all know Gary is going to run into the building. And of course he does, and of course Dr. Rosen is surprised by and unprepared for this... AGAIN
Dr. Rosen has had plenty of experience with Gary at this point, and he knows that Gary:
-is emotionally labile
-shows poor impulse control
-shows poor judgement
-is stubborn
-breaks his promises often
-has a friend named Anna in Red Flag who is known to be in the meeting.
Yet the writers have Dr. Rosen unprepared, caught off guard, once again when Gary goes running into the building when he hears something that makes him fear for his friend Anna.
This is poor writing. The Dr. Rosen character is a very intelligent man who cares for Gary a great deal, and has promised Gary's mother many times that he will look out for Gary and keep him safe.
Yet time after time Dr. Rosen character acts stupid. After Gary has demonstrated clearly that he cannot be trusted to stay out of dangerous situations like this, still Dr. Rosen acts as though he has learned nothing about Gary, as if he thinks Gary can be trusted to stay put in this situation.
Anybody and everybody can see this coming, but there is Dr. Rosen with his rose colored glasses on, do de do de do de do, Oh! Gary! Wait! Come back!
To me this is a big weakness in the writing.
