Huge plot question

The twins and their mother moved there when they were twelve (they were the new kids in school on the first episode of TSLZaC). London travelled all over the world quite a bit, so she'd be the least likely to pick up the accent out of everyone. Don't know what to say about everyone else, though they can be exception as well. For instance, I'm a native Texan, but you wouldn't guess in a million years listening to me. Apparently, I sound like I'm from Cincinnati...

most people don't carry the stereotypical accent of their area... they usually sound like they have 'no accent' (aka midwestern? / newscaster)
